BYLAWS

Realizing the importance of remote sensing technology in national development activities, representatives of Asian countries present in Costa Rica at the International Symposium on Remote Sensing in April 1980, met and exchanged ideas on forming an association on remote sensing in Asia. In the spirit of mutual cooperation, the First Asian Conference on Remote Sensing was held in Bangkok, Thailand in November 1980 and the Second Conference in Beijing, China in October – November 1981. At the Beijing Conference, the representatives of the Asian countries met and decided to form an association.

ARTICLE 1 NAME

The name of the association shall be known as “The Asian Association on Remote Sensing” hereinafter called the Association.

ARTICLE 2 AIMS

The Association is for the promotion of remote sensing through the exchange of information, mutual cooperation, international understanding and goodwill amongst the members.

ARTICLE 3 OFFICE

The office of the Association shall be the place of domicile of the General Secretary.

ARTICLE 4 ACTIVITIES

The principal activity of the Association shall be to hold the Asian Conference on Remote Sensing (ACRS). The Association may also conduct other remote sensing activities consistent with its aims.

ARTICLE 5 LANGUAGE

The working language of the Association shall be the English language.

ARTICLE 6 MEMBERSHIP

a. Ordinary Member

Any Asian country or region including near Asian country interested in remote sensing may apply to join the association as an ordinary member. There shall be only one membership for each country or region.

Admission of any new member shall be decided by the General Conference.

b. Associate Member

Any non-Asian country or organization interested in the Association may apply to join the Association as an associate member.

Admission of any new member shall be decided by the General Conference.

c. Sustaining Member

Any organization interested in the Association may apply to join the association as a sustaining member.
Admission of any new sustaining member shall be decided by the General Secretary.

ARTICLE 7 ORGANIZATION

1) GENERAL CONFERENCE

The General Conference shall possess full power to fulfill the aims and to conduct activities in accordance with the regulations of the Association as provided for in these statutes.

The General Conference shall be composed of one delegate from each ordinary and associate member, who may be accompanied by not more than two advisors.

2) CHAIRMAN

The Chairman of the General Conference shall be the Executive Chairman of the preceding ACRS. In case he/she is not available, the Chairman may be represented by the General Secretary or the Deputy General Secretary.

3) GENERAL SECRETARY

The General Secretary shall be responsible to the General Conference for the ACRS, the ordinary administration of the affairs of the Association, and all funds and money placed to the credit of the Association.

The General Secretary shall be elected every two years by the General Conference, and may be reelected.

4) DEPUTY GENERAL SECRETARY

The Deputy General Secretary shall assist the General Secretary in conducting the affairs of the Association. In the event of the General Secretary incapacity of the General Secretary being unavailable to continue, the Deputy General Secretary shall decide on actions to be taken to continue the administration of the Association until the next General Conference.

The Deputy General Secretary shall be elected every two years by the General Conference, and may be reelected.

ARTICLE 8 ASIAN CONFERENCE ON REMOTE SENSING

ACRS shall be held each year within the period from October to December except a special case which is approved by the General Conference, in conjunction with the General Conference.

ACRS shall be open to individual scientist, engineer and any person interested in remote sensing.

ARTICLE 9 SUBSCRIPTIONS

All members of the Association shall pay an annual subscription to be fixed by each General Conference.

ARTICLE 10 MODIFICATION OF STATUTES

Any modification of the statutes shall only be made by the General Conference.

ARTICLE 11 BYLAWS

The General Conference may formulate bylaws as necessary to promote the activities of the Association.
